Initial Details Regarding Provider Relief Fund Reporting Requirements Released

In a notice dated July 20, 2020, the Department of Health and Human Services (HHS) provided the first details regarding the reporting requirements for recipients of Provider Relief Fund (PRF) payments. According to the notice, providers that have received one or more PRF payments in excess of $10,000 will be required to submit a report demonstrating compliance with the PRF terms and conditions and detailing the use of the funds for allowable purposes by no later than February 15, 2021.

The notice states HHS will release “detailed instructions” regarding these reports by August 17, 2020. So far we know:

  • The reporting system will become available on October 1, 2020.
  • All recipients must report on their expenditures through December 31, 2020, by no later than February 15, 2021.
  • Any recipient that expends any funds after December 31, 2020, must file a second and final report by July 31, 2021.

Although the notice does not state so explicitly, this implies a provider must either expend all funds by July 31, 2021, or return any unused funds to HHS.

In addition to the detailed instructions, HHS promises to host Q&A sessions via webinar prior to the reporting deadlines.
