“Measuring Changes to Uncompensated Care DSH”

PYA Principal Mike Nichols presented at the American Health Law Association’s (AHLA) Institute on Medicare and Medicaid Payment Issues. He co-presented with Fred A. Fisher of Toyon Associates, Inc. and Mark Polston of King & Spalding. The presentation, “Measuring Changes to Uncompensated Care DSH,” covered reporting for disproportionate share hospitals and the impacts of COVID-19. The presentation detailed:

  • The phenomenon of increasing uncompensated care (UC) costs with decreasing federal payments.
  • The impact of COVID-19 and UC DSH payments through evaluating clusters of UC costs across the country before and during the public health emergency.
  • Updates to the Centers for Medicare & Medicaid Services’ proposed draft Transmittal 17 cost reporting instructions for reporting UC costs on Worksheet S-10.
  • Current findings and observations from another year (FFY 2019) of Worksheet S-10 audits.
