Earlier this year, providers were concerned about their ability to meet the previous compliance date of October 1, 2013, for International Classification of Diseases, 10th Revision, Clinical Modification (“ICD-10-CM”), and Procedure Coding System (“ICD–10–PCS”). As a result, the Secretary of Health and Human Services (“HHS”) and the Centers for Medicare & Medicaid Services (“CMS”) reevaluated the compliance date. Providers’ concerns were based on issues related to Version 5010 implementation, other provider initiatives (i.e., the Electronic Health Record (“EHR”) incentive program), and surveys indicating a lack of readiness.

CMS considered four options for the ICD-10 one year delay:

• Continue with the October 1, 2013, deadline

• Maintain the October 1, 2013, compliance date for ICD-10-PCS and delay ICD-10-CM

• Wait for ICD-11

• Mandate a consistent delay of one year for ICD-10

 Ultimately, CMS proposed a one year delay for ICD-10.

 After months of waiting, CMS has finalized the implementation date for ICD-10-CM/PCS. The rule change delays the compliance date for ICD-10-CM/PCS from October 1, 2013, to October 1, 2014. According to HHS, the revised compliance date provides covered entities more time to prepare, test their systems, and update business processes.
